The MDA has notified us that the Breeder Award Annual Supplement for FY 2011 of 1.39% should be in the mail by Friday, January 6, 2012.

MSBA PRESIDENT'S MESSAGE:
Due to the Department of Agriculture contracting a 3rd party vendor to assist with Breeders Awards, EVERYONE must submit a new W-9 before receiving any 2011 Breeders Awards.  If you haven't received a new W-9 in the mail, you can download one here.  Send it in immediately.  Further explanation and mailing address found on the following letter from the Department of Agriculture.
NEW DOCUMENTATION & PAYMENT PROCESS FOR BREEDERS AWARDS.

According to the Department of Agriculture, Standardbred Breeders Awards will be paid in two installments for this Fiscal Year (October 1, 2010 through September 30, 2011). The first payment will cover October through April and was slated for mailing in May. The final payment is expected to be mailed in November, 2011. In the interests of fairness and to be sure awards are paid at the same percent to all eligible recipients throughout the fiscal year, MDA plans to pay the first checks at a lower figure than estimated. At the end of the fiscal year, if the estimated percent of Michigan winners and available state funding stay true to projections, final breeders awards checks will include a supplemental payment added to the amount paid in May plus a full payment for what is due in November. Right now I am hopeful that Breeders Awards can be paid at or near the 10% level. Following is a note I recently sent to the MDA explaining my reasons:

"The total gross purse money from races won in Michigan 10/1/10 to 3/31/11 by Michigan-sired Standardbreds: $1,384,484
            MI-sired starters = 616
            Total starts by MI-sired horses = 4657
            Total purse money paid to MI-sired horses = $1,375,910
            Total win (1st place) purse money paid to MI-sired horses = $692,242

These figures come from the USTA and are not filtered for MDA registration or mare owner residency at time of breeding, so the gross purse total eligible for breeders awards will be lower than the actual total above. But this gives you a ball park figure for the first half of fiscal 2011.

Michigan Gaming Control figures have Total Standardbred Purses paid for this same time period at $2,165,179.

I estimate no more than $1,100,000 in gross purse dollars eligible for breeders awards through the first half of fiscal 2011. If the percentages and ratios remain fairly consistent with previous years, and Breeders Awards funding hangs in there at the $300K+ for fiscal 2011, through sheer reduction in races, purses and starters, we should be able to come close to the 10% level for the first time in several years.

The amount on which breeders awards are based suffers equally to the rest of the industry. On top of that, cuts to the percent paid have been placing an added burden on Michigan's Standardbred breeders and breeding farms.
